Justice Finally Catching up to Notorious Sumedh Saini ?

Chandigarh, Punjab (KP) - Following orders of the Punjab and Haryana High Court, the Central Bureau of Investigation (CBI)  has registered a case against the senior Punjab IPS Officer Sumedh Saini for his involvement in various criminal activities in Punjab, meanwhile the Supreme Court has froze the investigation. Notorious for his anti-humane acts against the Sikhs during the early 90's, Saini could face serious consequences as the CBI finalizes its inquiry in various charges that have been leveled on him.

The CBI case that has been opened against Saini and some of his close associates Baldev Singh (Chandigarh Police DSP), Harsahai Sharma (Chandigarh Police SHO), Jagir Singh (Chandigarh Police Inspector), includes the case of abduction of Balwant Singh Multani, father of Darshan Singh Multani, former IAS Officer. In his plea to the High Court, Darshan Singh Multani held that his son, Balwant Singh, who was picked up from his residence seventeen years ago was tortured to death while lodged in police custody. Balwant Singh was picked up from his house in 1991 but never released. His whereabouts are unknown to this day and Police records claim that Multani escaped from Police custody.

"Saini and others have been charged with abduction with the intent to murder, criminal conspiracy, fabricating false evidence, wrongful confinement and voluntarily causing hurt to extort confession..." 

Another case of kidnapping includes Balwant Singh Bhullar, father of Prof. Davinderpal Singh Bhullar. Bhai Balwant Singh was arrested in 2001 from Bathinda.  He is also missing from the police custody and was most likely eliminated in a false police encounter. According to the CBI FIR filed against Saini, both Bhullar and Multani were brought to Chandigarh Police Station in Sector 17 on December 13 in 1991. They were tortured in police custody on orders of Sumedh Siani who was working as the Senior Superintendent of Police at that time. Although at that time, Bhullar was released shortly, he was arrested again the following year in February and tortured on orders of Saini.

According to FIR, Bhullar was so severely tortured that he was left unable to walk or eat properly. It was on the seventh day that he was taken away from the police station and never brought back. The FIR also mentions that at one time, Saini had told a witness that Bhullar died a natural death.

While the CBI has been moved by the Punjab and Haryana High Court to inquire the charges against Siani, the Supreme Court has stayed orders until further ruling. It is obvious, following the involvement of the Supreme Court that the CBI will be unable to finalize the inquiries within the granted four month period. The orders of the Supreme Court have came after a petition was filed by Sumedh Siani. According to the submitted documents, Siani alleged he was being implicated in these cases per requests of Capt. Amarinder Singh.
